Arthur is an old friend of Harold and Nathan Ingrim from their time at MIT. He was recruited to design a project that would allow the government to monitor the populace and discover terrorist plots. The project was shut down however, before Arthur was able to make the final changes that would have made the project operational. He saved the hard drives to his invention (called Samaritan ), which were stolen by the cooperation Decima.
