A member of the mercenary Ginyu Force squadron, Burter is nicknamed the team's Blue Hurricane and is Jeice's partner, often having paired combination attacks with Jeice, such as the Purple Comet Attack. Being a blue-skinned alien in appearance, he is considered to be the fastest warrior in the universe. However, due to Goku's training on his trip to Namek, he becomes not only faster, but also stronger than Burter. On Planet Namek, after being incapacitated by Goku, Burter is ferociously executed by the Saiyan Prince Vegeta, who takes the opportunity to eliminate him with one swift blow to his neck.
