Dr. Blowhole is an evil dolphin bent on world domination. He is extremely intelligent, mush like Kowalski. He HATES the Peng-U-Ins at the San Diego Zoo. His greatest creations have been Chrome Claw and The Diaboligizer (Which, in Return of the Revenge of Dr. Blowhole part Two, caused Julien's MP3 player - when activated with Kowalski's experimental power cell that Julien stole - created a gigantic musical slayer with a mind of its own).
