Ed Bader is a successful construction magnate in Atlantic City and wins the election for mayor -- essentially because Nucky Thompson made it so -- in November 1920. Bader knows the position is just a figurehead with Nucky really in charge and says he'd have more power as a street sweeper. Nucky acknowledges this and tells Ed he'll have more time to work on his own construction business. Ed takes the position.
