Jay is the one who shared video with Hannah Wells of Nester Lozano and the decoy man who was caught instead of Nester after the assassination attempt on the President. Jay is a government employee as he is sharing the video in the military action and communications room in the White House. It appears he is helping the party opposing the president and the USA as he is deceiving Abe Leonard at the end of the Lazarus episode (#18) in Season 1.
