Councilman Bill Dexhart is a city councilman in Pawnee, Indiana, who is repeatedly getting himself into sex scandals. Initially modeled after the real-life South Carolina Gov. Mark Sanford, who had an affair with a woman in South America while claiming he was hiking the Appalachian Trail, Councilman Dexhart admits on Pawnee TV that while he said he was off building houses for the underprivileged, he was actually having four-way sex in a cave in Brazil. Councilman Dexhart is mostly around for amusement, but one particular rumor has him connected to Leslie.
