Dr. Chilton is a man in his forties or fifties at the time of events between Red Dragon (2002) and the Silence of the Lambs (1991). He is a crime doctor who works exclusively with the Baltimore State Mental hospital for the Criminally Insane. He is obsessed with his asset Dr. Hannibal 'the Cannibal' Lecter. He gets in contact with the FBI's Jack Crawford. Jack Crawford sends Chilton a fresh faced Clarice Starling to meet with Dr. Hannibal. He trys to keep a record of all Clarice and Hannibal's conversations without their permission. He only gives this knowledge to Barney who is in charge of all the orderlies.
