Frank is the oldest of an unknown number of siblings, who lives in New York to help out his mother since his father had died. He is well-regarded by the people of Hooverville, and a great admirer of its leader, Solomon. His main source of income is low-paying construction jobs offered by Mr. Diagoras, most of which revolve around the construction of the Empire State Building.
