Kyle is an unspecified worker at City Hall and a frequent customer of Andy's at the shoe-shine stand. Kyle seems to out-Jerry Jerry in terms of being mocked by others -- including Jerry. Andy often cuts Kyle off when he's talking, or moves Kyle out of the chair when someone else comes around.
