Peter and Jasper fought in the newborn army together, and it was their jobs to dispose of the the newborns 1 year after they were created. Charlotte was supposed to be destroyed, but Peter had saved her and they now wander around where they please. He is Jasper's oldest friend, and they stop by occasionally to see Jasper.
