Officer Carter is a Newport Beach police officer who is frequently called to investigate the Bluth's various shenanigans, which usually end up making Michael look guilty. He is very close to his partner, Officer Taylor. Among the cases they investigate are: the disappearance of Kitty, the escape of George Sr. from prison and the harassment of Maggie Lizer.
