Ramon Salazar is a Mexican terrorist who happens to run one of the largest drug smuggling rings in North America along with his brother, Hector. Ramon also dabbles in arms sales. He is first seen in prison, having been put there by none other than Jack Bauer, who went undercover in Ramon's organization to put him away. Incarceration does nothing to dampen Ramon's enthusiasm for causing great mischief and destruction, however.
