Ron Miller is a former employee for the Mayor of Old Detroit. He is briefly seen in the movie holding the Mayor of the City and others hostage. Having already killed one hostage he threatens to kill the Mayor. But at first demands the Swat captain to get him his old job back and a 3000 SUX car. Miller becomes curious to know if it has shitty gas mileage and a cruise control option. However Robocop sets this up so he can get to Miller before he can kill again. He uses his thermal vision to see Miller through the protective wall which he punches through rather effortlessly. Then surprising Miller and turning him around only to punch him out the window presumably killing him.
