Sam Phelan is a 'bad cop' from the Metropolis Police Department. He used to work for Lionel Luthor, constantly pulling Lex out of trouble by falsifying reports and covering up and planting evidence. He sees Clark stop a bus with his body. To confirm his idea, he drops a generator on Clark and tries to ask for 'favor'. Sam meets with Clark's dad to try him, but he doesn't bite. Sam threatens to expose Clark's secret. When Clark gets Phelan in a lot of trouble, he frames Jonathan Kent with murder. He fakes his own death when he gets caught stealing with the aid of Clark.
