Stephen Saunders is a former MI6 agent and SAS soldier who is presumed dead following a dangerous operation conducted alongside Jack Bauer. It turns out that Saunders isn't so dead after all and, feeling betrayed, he becomes involved in bio-terrorist activities that eventually lead to the U.S. being threatened by a lethal virus -- and, naturally, bringing Jack back into the crosshairs of his former colleague.
