Admiral John Smith is the Chief of Naval Operations of the Joint Chiefs of Staff under multiple U.S. presidents. He is hard nosed and no nonsense. Following the detonation of a nuclear bomb on American soil, his retaliation plan is immediate attack on numerous enemy sites in an effort send the alleged perpetrators back to the stone age. This aggressive approach is not always met with enthusiasm by his superiors.
