Tim Woods is the secretary of Homeland Security during the administration of President Allison Taylor. He has the unfortunate, but ultimately necessary job, of informing the Commander in Chief of the various unfolding events that threaten national security as well as her own family and the life of CTU agent Jack Bauer -- and occasionally offering expert advice. In this role, he is professional and largely unflappable.
