B'Etor and her older sister Lursa are scheming Klingons who mastermind a plot to bring their brother Duras' family to the head of the Klingon Empire. She attempts to persuade Jean-Luc Picard, acting as the Arbiter of Succession, to rule in favor of their nephew Toral. The sisters also have dealings with terrorists and make questionable alliances. B'Etor takes a liking to Worf and tries to mate with him.
