Lursa and her sister B'Etor are scheming Klingons who mastermind a plot to bring their Duras family to the head of the Klingon Empire. She attempts to persuade Jean-Luc Picard, acting as the Arbiter of Succession, to rule in favor of their nephew Toral. The sisters also have dealings with terrorists and make questionable alliances. Lursa is the older and more manipulative of the sisters.
