Frank Hague is the mayor of Jersey City and, despite being a Democrat, is an ally of Nucky Thompson. Nucky tries to keep Hague and Sen. Walter Edge close as he hopes for federal funding for a highway that will bring more traffic to Atlantic City. Worries that Jersey City will get too much of the money, Nucky aims to wield some influence and get both men in his corner.
