Deputy Ray Halloran is Sheriff Eli Thompson's right-hand man in law enforcement in Atlantic City -- such as it is. Halloran isn't particularly good at his job, but is involved in some of the shadier dealings of Nucky and Eli Thompson, which gives him a certain degree of leverage over them despite their sense that he isn't smart enough to ever use anything against them.
