Detective Winn was the cop who was in charge of Richard Fenton following the Keppel killings and whom was the one to interview him. On learning that Fenton has since escaped from the facility holding him, he goes out of the way to overshadow the Prom attended by Donna Kepple, knowing Fenton would show up to claim her. He goes out of his way to ensure Fenton would never harm her again.
