Harry Daugherty first comes onto the scene as the campaign manager for Warren Harding's run for the presidency. When Nucky helps deliver New Jersey for Harding, he feels he's owed a favor, but as Daugherty's position and influence seems to grow, he appears less able -- or willing -- to make good on what he owes Nucky, despite continuing to take bribes through a third party for future favors.
