Inspector Kemp is the local constable of Transylvania in Mel Brooks' Young Frankenstein, whose mumbling accent is barely understood even by his own townspeople. His ratcheting, wooden right arm compliments his rigid, Kaiser-like personality, as he pursues Dr. Frankenstein and his monster throughout Transylvania. Kenneth Mars, who plays Inspector Kemp, also appears in Mel Brooks' The Producers as Franz Liebkind, the Hitler loving Nazi who is hired as director.
