Hughes is a Special Agent with the FBI who oversees Peter Burke and the bureau's White Collar Crime division. He is a fairly typical senior FBI agent, forced to weigh agency politics and media concerns along with each decision for a given case. He is therefore somewhat wary of the bureau's arrangement with Neal and its potential for trouble. Hughes is, however, a consistent ally of Burke's and will almost always stand up for his agents.
