Sen. Walter Edge is the man Nucky Thompson sees as key to securing federal funding for roads in and out of Atlantic City, which Nucky hopes will boost tourism and quietly knows he would use to transport botlegged liquor to his distribution points. Nucky is in a battle with Jersey City Mayor Frank Hague for the funding and he looks to keep Hague and Edge close by inviting them to his birthday party in Atlantic City and making his case for the funding.
