White Power Bill is a scary inmate at Orange County prison for pretty much the reason his name implies. When G.O.B. enters the prison as a publicity stunt he accidentally makes Bill the butt of a joke and pays for it. When Tobias later enters the prison to research his background roll of Frightened Inmate Number Two, George trades him to Bill's cell for a pack of cigarettes.
