Kramer is an agent with the FBI who serves the head of its Art Crimes Unit in Washington DC. Kramer was also Peter Burkes mentor when Burke was a young agent. Kramer has no patience for Burkes partnership with Neal and is fond of reminding Burke he believes that criminals never truly change. This dynamic creates situations where Burke is forced to choose between Neal and the bureau.
