Billy Riggins in the older brother of troubled Dillon High School fullback Tim Riggins and acts as his guardian. Billy gave up a college scholarship to play golf in order to take care of his little brother, but he isn't particularly perfect. Billy succumbs to financial pressure and makes some decisions that could end up getting him and others in trouble. Billy seems to have the potential to do more with his life, but, for better or worse, generally ends up making decisions that keep him in Dillon and more or less running in place.Billy winds up in a relationship with Mindy Collette.
