Phil Bushey is the DJ at Chester's Mill's only independent rock station. He works with Dodee Weaver, and engineer. When the dome comes down, he doesn't realize the full implications and is just psyched to have a monopoly on the airwaves. But as the person running the only way to reach the full town, he has an important position.
