Luther Sloan is a human operative of the clandestine intelligence agency Section 31, which operates independently from Starfleet and the United Federation of Planets. He considers himself a man of secrets and is away from his wife and children on Earth for long stretches of time on his secret missions, but he believes he is doing what is necessary to preserve the Federation. Very little else is known about him.
