Eli Roosevelt is the head of the San Joaquin County Sheriff Department's substation in Charming, who takes over law enforcement in Charming at the start of season four. He begins by openly declaring his hostilities to the club, banning paroled club members from wearing their cuts (jackets), saying they're gang-related.He welcomes an investigation into the club's gun-running by an Assistant US Attorney Lincoln Potter, hoping it will finally put club members in prison for good. Unlike previous law enforcement in Charming, Roosevelt's allegiance is not for sale, but his desire to bring the club to justice does have limits. He chafes at some of Potter's methods, particularly where they concern Juice.Roosevelt is clearly devoted to his wife, Rita, who is trying to get pregnant. In season five, Roosevelt's views on the club begin to shift following a series of attacks around town.Background: Before moving to Charming, Roosevelt spent 15 years with the gang unit in Oakland.
