Ellen was a former police officer who was the partner of Neals father James. Because of that relationship with his far, Ellen cares very strongly for Neal. After ultimately being forced to arrest James, Ellen was placed in witness protection with Neal and his mother. During that time their relationship became very strong and Neal cares for her just like a mother.
