Vladimir Bierko is the financier and leader of the Dawn Brigade, a group of separatists wishing to separate their homeland from Russian rule. He funds the Dawn Brigade with the billions he made in the oil and weapons businesses. His idealism leads him to threaten U.S. president Charles Logan as well as American citizens, raising the ire of agent Jack Bauer.
